What to know about the emergency alert test hitting your cellphones and TVs WASHINGTON (AP) — “THIS IS A TEST": If you have a cellphone or are watching television Wednesday, that message will flash across your screen as the federal government tests its emergency alert system used to tell people about emergencies.The Integrated Public Alert and Warning System sends out messages via the Emergency Alert System and Wireless Emergency Alerts. The Emergency Alert System is a national public warning system that's designed to allow the president to speak to the American people within 10 minutes during a national emergency via specific outlets such as radio and television. And Wireless Emergency Alerts are short messages — 360 characters or less — that go to mobile phones to alert their owner to important information.While these types of alerts are frequently used in targeted areas to alert people in the area to thing like tornadoes, Wednesday's test is being done across the country.The test is slated to start at 2:20 p.m. Eastern Time Wednesday. Man jumps from 2nd floor in Koreatown fire that left woman critical A man was injured while jumping from the second story of a burning home in Koreatown where a woman was found in critical condition Wednesday morning. The blaze was reported in the 900 block of South Ardmore Avenue shortly after 4 a.m.Arriving crews found a well-developed fire on the first floor of a boarded-up two-story home and went into an offensive mode, Los Angeles Fire Department Battalion Chief Donald Dillenberger said. Firefighters knocked down the blaze in about 15 minutes and found two injured people. One patient was described as a 21-year-old man who had suffered minor injuries from jumping off the second floor of the house, the fire department stated in a news alert. 75,000 Kaiser Permanente workers walk off the job The second victim is a 50-year-old woman who sustained burns and smoke inhalation. She was said to be in critical condition. Both patients were treated and transported from the scene, Dillenberger said. The cause of the fire remains under investigation.

4 horses have died at Golden Gate Fields race track within a 2-week span By Laura Studley | CNNFour horses have died at Golden Gate Fields in the East Bay in the past two weeks, California Horse Racing Board spokesperson Mike Marten told CNN on Tuesday.Two of the horses, a 5- and 6-year-old, were euthanized on October 1 and September 25 after they suffered musculoskeletal injuries from racing and exercising, Marten said.A 2-year-old horse died on September 27 after an “apparent cardio failure” and a fourth horse was euthanized after she sustained a wound in her stall, he said.CNN has reached out to Golden Gate Fields for comment.There have been 12 horse deaths at Golden Gate Fields in 2023, Marten said. Arrest made in 1983 North Bay cold case homicide (KRON) -- Forty years after the beating death of a woman whose naked body was found in Rohnert Park, an arrest has been made, the Sonoma County Sheriff’s Office announced Tuesday.Investigators working on the 1983 cold case homicide of Noelle Russo identified one of the persons of interest developed over the years as a suspect. Alfredo Carretero Jr., 65, of Lakeport, was linked to the death based on DNA and other evidence, according to the sheriff’s office. Detectives with the Violent Crime Investigations (VCI) unit arrested Carretero Jr. on Oct. 2.The arrest comes after a “significant amount of evidence” was collected and numerous interviews were conducted in the investigation, the sheriff’s office said. 7 arrested in Oakland in connection with separate auto burglaries (BCN) -- Oakland officers arrested seven people in connection with three separate cases of auto burglary in the city, police said.Last Thursday, undercover officers allegedly saw two people getting out of a vehicle and committing an auto burglary in the 3300 block of Grand Avenue. With air support, the officers followed the vehicle to the 600 block of Potter Street. After a foot pursuit, officers arrested the individuals.In the second case, undercover officers saw another two individuals cutting off a catalytic converter from a parked vehicle.
